(Studio) Chairperson Frank Church denies Senate Intelligence Committee discovered CIA again infiltrating educational, religious and cultural news orgs. Committee and White House discuss what to do about leaks of CIA activities.

(DC) Committee representatives and Ford aides discuss penalties for leaks, such as expulsion from Congress, from committee , and fines. Cts. could review such penalties. [CIA Director William COLBY - says can't conduct secret operations by sharing information with Congress They must develop system of keeping secrets.] Disputed areas: committee veto of covert operations and congress disclosures. Ford to outline general views in State of Union speech, followed by special intelligence message.
