(NYC) Safety of nuclear power is greatest concern. Emergency safety system exists; Atomic Energy Commission believes it would work; others aren't as sure. [AEC Dixy Lee RAY - insists nuclear power plants must meet rigid AEC specifications.] Some problems do exist with power plants, however. Details given.
