(Studio) President Ford sends economy report to Congress Foresees improvement in nearly all areas.

(DC) Ford signs report [FORD - says economy steadily improving.] Cnty. representatives meet with President; criticize report [President National Association counties, Taft, California, Vance WEBB - says report inaccurate with regard to local conditions.] [Cnty. executive, Goshen, New York, Louis MILLS - says report wrong.] [Executive director National Association counties, Bernard HILLENBRAND - says counties cannot absorb extra costs in human services area.] Group predicts higher local taxes or curtailment of services if federal taxes cut.
