(DC) HEW-labor bill $915 million over Ford's request. [Minority leader, Representative John RHODES - says many House members feel it's best to get elected by spending more.] [majority leader, Representative Thomas O'NEILL - says vote shows Ford's train off track now.] House votes 323-99 to ban Angolan aid. [Speaker House Carl ALBERT - says United States couldn't accomplish anything in Angola with 10% of USSR and Cuban aid.] Ford says Congress has told world it will ignore Cuban-Soviet expansion by brute force.
