(Studio) Federal Court of Appeals says Nixon tapes and documents belong to public,not ex-pres.

(DC) After Nixon left office, Congress passed law giving custody of tapes and papers to government Court concludes Congress correct that "Nixon might not be wholly reliable custodian of materials at issue." [Nixon attorney Herbert MILLER - denounces decision.] Govt. ordered to keep materials locked up until Supreme Court has final word.
