(DC) Alabama Senator James Allen calls campaign fund reforms a raid on treasurer Allen heads filibuster. Campaign funding reforms to be reviewed next year; national debt ceiling bill easily passes without amendment. [ALLEN - says national debt ceiling bill passes; fiscal soundness and responsibility of US government wins.] [Senator Walter MONDALE - believes President kept Senate from voting campaign funding reforms through Senate.]
