(Studio) Environmentalists prepare for fight against new federal air pollution controls they say will make air dirtier.

(DC) Details of government proposals with regard to new polluters in already polluted areas noted. [National Clean Air Coalition spokesperson Rafe POMERANCE - cites environmentalists' objections.] [EPA deputy administration John QUARLES - says policy has been misinterpreted; cites reasons policy will work.] (Interview by Eric Engberg in Dallas, Texas.) Environmentalists express hope that Environmental Protection Agency will change or delete proposals before they're put into rules; if not, courts or Carter administration will have to make decision re: matter.
