Energy policies drafted, include federal backed energy corporation Public service jobs, business incentives, welfare sought. Jimmy Carter policy director, Stuart Eizenstat made no commitments. [EIZENSTAT - assures Carter administration concern.] Various govs. filmed. Carter administration to be guided by economy conditions.
