(Studio) Despite fuel shortages, many fully loaded tankers wait outside harbors in Atlantic for higher prices for cargo.

(NYC) In New York harbor, tanker traffic heavy; price haggling common. [New York attorney general Louis LEFKOWITZ - questions tankers' presence in harbor. Unsure if fuel shortage real.] Coast Guard confirms more oil unloaded this year than last. Port captain Frank Oliver admits Coast Guard has no knowledge of ownership or movement of oil. Storage tanks seem full; oil distribution remains big question.
