(Plains, Georgia) Carter has press conf.; reporter notes difference in security procedures now. Transition team has prepared briefing books for Carter. [CARTER - notes books and some of contents.] Press secretary Jody Powell now gives daily briefings; today Carter examined by Atlanta doctor [POWELL - says doctor says Carter in good health. Says Secret Service agents talk with Governor and Mrs. Carter with regard to protection; doesn't know if Amy involved in talk.] Carter's walks with son Chip noted. [CARTER - remarks on Secret Service protection on walks.]
