(Kansas) High winds blow away dry topsoil. Many farmers plowing up fields. [Farmer Arnold REIMER - says this year is hardship. Will try again.] Meade Cnty. produced 5 million bu. last year; 1 million likely this year 1/2 of Meade farmers apply for federal disaster aid. [Conservation service, Frank MOISER - tells how aid helps farmer.] 1200 apply for aid in Kansas. Trees' use as wind shield useless when ground dry. $10.5 million spent on wind breaks in `75. Water needed.
