(Studio) Vietnam truce calls for aid in healing wounds of war in North Vietnam. This was major topic in talks between Henry Kissinger and North Vietnam in Hanoi this week

(White House) United States and North Vietnam agree to establish joint commission to plan for reconstruction North Vietnam. Overall reconstruction costs to be about $7 billion in Indochina; $2 billion goes to North Vietnam. [Press Secretary Ronald ZIEGLER - says in talks with North Vietnam, Kissinger didn't mention dollar figures. Amounts must be decided by joint commission and approved by Congress] Getting approval by Congress for reconstruction money may be difficult. Idea unpopular.
