(Salisbury, Rhodesia) Premier Ian Douglas Smith is controversial ruler. His background noted. Smith been premier since 1964; he declared cntry. free of Great Britain in 1965 because Britain insisted on moving toward black major rule. Smith now meets with black ntlists. [SMITH - says his conscience is clear; trying to do best for all of Rhodesia. Must fight if Communist terrorists try to take over cntry.]
