(NYC) Bayh gives up campaign. [BATH - explains action.] Does not withdraw entirely partly due to need for matching campaign funds to pay off existing debt. [BAYH - further explains actions.] Bayh resists pressure to endorse Morris Udall; says could also support Jimmy Carter, Henry Jackson. Supporters of Bayh rally to Udall to prevent New York primary victory by Jimmy Carter or Henry Jackson.
