(DC) Hubert H. Humphrey appears before press with Robert Short who wants to form committee to explore Humphrey candidacy. Also present are Senator Walker Mondale and Joe Crangle, who rptdly. will head any Hubert H. Humphrey campaign. [HUMPHREY - says has not reached decision yet.] Deadline for entering New Jersey primary is near. Representative Peter Rodino and Newark Mayor Ken. Gibson refuse to be part of New Jersey slate that is uncommitted, but are really for Hubert H. Humphrey.
