(DC) Witnesses refuse to enter hotel picketed by striking NBC technicians. NBC refuses to stop covering hearings. Hearings moved to Senator caucus room, where picketing not allowed. House leader Thomas "Tip" O'Neill cites need for full employment. Witness Senator Edward Kennedy gets standing ovation. [KENNEDY - speaks about economy and foreign policy.] Kennedy's platform noted as full one, for non-candidate. Senator Hubert H. Humphrey also recs. ovation. [HUMPHREY - criticizes Republicans for economy policies.] Democrats for government action with regard to economy; Republicans for private enterprise.
