(DC) [W. Averell HARRIMAN - says United States not endangered by USSR .] [Ex-chief Naval Operations Ret. Admiral Elmo ZUMWALT - says USSR will achieve strategic nuclear war-winning capability by 1977 and will continue improvement if present trends continue.] [Carter adviser and ex-Defense Secretary (sic) and Strategic Arms Limitation Talks (SALT) member Paul NITZE - hopes committee will not bind candidate to specific policies.] Carter adviser, Zbigniew Brzezinski also present. Secretary of State Henry Kissinger criticized for detente and foreign policy.
