(DC) Senate committee okays ex-Illinois Representative William Springer to be 6th Federal Election Commission member FEC sworn in in Rose Garden. [FORD - says Federal Election Commission put back into business after long delays. Once again there is a watchdog over election process.] Swearing in delayed by Ford until 6th member okayed. $3.2 million in federal matching funds certified. Ford to receive $1.3 million. Reagan gets $500,000; Jimmy Carter gets $430,000.
