(Studio) City. University of New York ordered to shut down due to lack of funds to pay staff and faculty.

(New York) May paychecks total $15 million. Shutdown of free tuition school occurs in midst of final exams. and before graduation. New York legislature could give school the funds. New York City doesn't have funds.
