[Rules committee member David DINKINS - says unless minorities given a bigger voice, troops to be hard to rally.] Averell Harriman presents compromise rule for male and female delegates. [HARRIMAN - believes quota concept undemo.] [Rules committee member Beverly ROBINSON - believes equal delegate representation needed for men and women.]
