(Paris, France) Rogers from US, Gromyko from USSR , Chi Peng-fei from China, Waldheim from UN, foreign mins. ICCS ntns. (Poland, Hungary, Indonesia and Canada) and others meet in Paris. Canada's Mitchell Sharp says new ICCS must have strong body to refer to if cease-fire continues to be violated. Secretary of State Rogers calls for establishment of simple mechanism whereby conference could convene to take action against cease-fire violations.
