(NYC) African and Arab ntns. demand Israel be condemned and made to pay damages to Uganda for raid. All say raid was unjustified aggression. [British ambassador Ivor RICHARD - deplores modern hwymen.] United States ambassador William Scranton says raid exercised right of self-defense [SCRANTON - says innocent people deserve to be rescued from terrorists.] He calls for intl. action against hijacking.
