(Studio) Report on Democratic party dispute with regard to future rules.
REPORTER: Walter Cronkite

(Convention Floor) Issue was whether Democrats should have large convention in 1978. Roll call vote held and Carter forces win option of having smaller conv. if it's appropriate. 2nd issue was whether state Democrat ptys. can allow primary elections decided on winner-take-all basis at level of cong. districts. Carter forces wanted to keep such elections but they lost voice vote. 3rd issue involved bringing dissenting reports to floor at 1980 convention Delegates decided it is already easy enough.
