(DC) Measure provides for permanent special prosecutor; his duties noted. Bill incls. provision against any campaign representative becoming Attorney General or deputy Attorney General, and for full financial disclosure by all top government officials. Bill gives Congress an attorney to represent it in disputes with exec. branch. [Senator Abraham RIBICOFF - analyzes bill with regard to preventing another Watergate.] Bill now goes to House
