(Studio) Representative Allan Howe found guilty of soliciting sex from 2 police decoy prostitutes.

(Salt Lake City, UT) "Ladies of the evening" filmed. [PROSTITUTE - tells of police decoy prostitutes.] 1200 arrested since decoy program started 8 years ago. [Ex-police decoy Cheryl SWEAT - says she felt dirty about job at 1st.] Using decoys involves inducing commission of crime to entrap lawbreaker. [Director New York ACLU (American Civil Liberties Union) Bruce ENNIS - says decoys must act like prostitutes in order to trap male patrons.] [Salt Lake City police chief Dewey FILLIS - says decoys don't name price or name act. Once these 2 elements are brought out, crime of soliciting sex for hire has been committed.] [Ex-police DECOY - tells how decoys can entrap male patrons.] Law is vague on what decoys can say. [SWEAT - says being decoy was exciting.] No. of prostitutes in area declined. Decoy conviction rate above 90%.
