(Saigon, Vietnam) Reporter notes cuts in previously high standard of living. Incr. in job opportunities, but unemployment still high, resulting in order that million people must leave Saigon in next year For many prospect of non-city job is undesirable and frightening. Govt. announces those unemployed or refusing to work may be cut off from allocation of cheap food.
