(DC) Pennsylvania epidemic triggers rush to agreement with regard to swine flu insurance program. [Department of Health, Education and Welfare Secretary David MATHEWS - says no reason for alarm but steps must be taken to insure protection.] [Chairperson Health subcommittee Paul ROGERS - says Pennsylvania situation dramatizes need to resolve problem quickly.] Reporter notes plan under consideration. Rogers says House could act quickly, but some reservations with regard to precedent in Senate
