(Studio) House Ethics Committee votes to begin hearings on Representative Wayne Hays alleged misuse of funds with regard to Elizabeth Ray scandal on September 16. Hays may not be there.

(DC) House speaker Carl Albert sent letter to committee with regard to issue after talking with Hays' attorney who says client unable to cooperate in own defense Neither committee chairperson John Flynt nor spkr's. office would release letter. Committee under deadline pressure for hearing because Congress adjourns in less than 6 weeks
