(Baltimore, Maryland) By time Carter gets to Indianapolis, IN, has rebuttal to Ford Michigan speech. [CARTER - says Ford speech is example of promises Republicans make in election year and don't support in other 3 years Cites unemployment as ex. Says only thing Ford has done as President is avoid 2nd Watergate.] Carter says he's eager for debates to begin; says Ford does him service by not campaigning outside DC, but is doing American people disservice by such strategy.
