(Studio) Nixon defends budget. Says is dropping his original welfare reform program, but is spending twice as much on social programs now as when took office. Members governors' conference meeting in Washington, DC have varied reactions.

(DC) Democratic Governor Milton Shapp says still doesn't know what President intends to cut from budget or how governors will be affected by revenue sharing proposals. Governor John Gilligan says Democrats solidly oppose special revenue sharing until find out what's in it. [GILLIGAN - says conference given contradictory information on budget cuts and revenue sharing by different administration officials.] Republican govs. generally support Nixon. [Governor Ronald REAGAN - says feels govs. should support administration]
