(DC) Inaugural plans of President-elect and Mrs. Carter noted. Hats of Kennedy and Eisenhower noted, as well as weather at inaugurations of Kennedy, Taft and Grant. Abraham Lincoln's comment with regard to plain people noted. Reporter says people from Plains, Georgia, won't change attire too much; comments on concern of Necktie Mfrs. Association Comment with regard to inaugurations by Washington, DC reporter Richard Stroud noted.
