[U.S. Housing and Urban Development spokesperson James DAUSCH - notes problems.] The Woodlands, Texas, seems to be succeeding. [Head, The Rouse Company, James ROUSE - believes in program.] Washington, DC guarantee of large financial risk said necessary.
