(DC) [CARTER - jokes about letter from California Governor Jerry Brown.] President knows many in audience are Pro-Israeli and concerned about his Mid. East policy, but doesn't talk about this at 1st; subjects range from human rights to energy before getting to it. [CARTER - says own and nation's overwhelming commitment is to provide for secure Israel.] President stops in Minnesota en route back to Washington, DC to pick up Senator Hubert Humphrey. [CARTER - has missed Humphrey in DC; will be glad to have him back.] [HUMPHREY - is feeling good, considering circumstances, and getting back to Washington, DC will be good therapy.] Back in DC, President invites Vice President and Mrs. Mondale aboard Air Force 1 as he signs document naming new federal building after Humphrey.
