(Studio) Senator must ratify Canal treaty; issue will come up next year and outcome is unknown. However, in Panama, people ratify treaty and plebiscite is being held today; outcome is in no doubt, since General Omar Torrijos wants treaty and as dictator, he usually gets what he wants in Panama.
