(DC) Carter's remarks with regard to energy legislature, include congress relations, windfall profits for oil companies, conservation and shift to other energy forms and budget limitations stated. [CARTER - notes decision to delay tax reform pkg. submission to Congress until energy and Social Security legislature finished.] President's remarks on criticism of administration and its direction noted. [CARTER - speaks of initiation of major issues' debates in 1st year in office.] Reporter notes how President learned family will be in Plains for Christmas from wife, and that Carter is asked if he approves. [CARTER - thinks it's nonnegotiable point.]
