(Vandalia, Illinois) Report on efforts of Vandalia's American Legion post to make people remember reason for vets' day and honor flag. Flag display shown. [American Legion spokesperson Biz PAYNE - notes public's lack of respect for flag.] Legionnaires' gathering of flags from homes in area cited; flags had draped coffins of war dead from Spanish-American War, World War I and II, Korea and Vietnam. [Vandalia police chief Dale SLATER - cites feelings with regard to flag.]
