(DC) Details of conference committee 's agreement to compromise on bill and drop Senator William Roth's proposal for tax credit to parents of children in college given. [ROTH - is disappointed in administration stand and comments on HEW secretary's charge that proposal would benefit only wealthy.] [Senator Russell LONG - says voting for taxes is duty of Congress, though it may not be popular at moment, it must sometimes be done.] Details of Social Security bill noted.
