[BEGIN - talks about provision for giving Palestinian Arabs autonomy and self-rule on west bank and Gaza Strip and for giving Palestinian Jews security. Defines self-rule. Suggests that if he and Sadat reach agreement during next meeting, then President Carter could invite both of them to Washington, DC so that Christian president, Muslim leader and Jewish prime minister can call for peace in world.] Prime Min.'s rejection of Sadat's proposal that E. Jerusalem be returned to Arab rule reported [BEGIN - proposes arrangement giving self-rule to all religious representatives over holy shrines.] Begin's apparent change in attitude with regard to Carter's suggestion of Palestinian homeland linked to Jordan, and time it could take to negotiate details of such arrangement, cited.

Some guests at reception for Begin, given by Israeli ambassador Dinitz, listed. [Secretary of State VANCE - details United States role in Mideast peace efforts.] Prime Min.'s visit to Senator Hubert Humphrey noted. [HUMPHREY - notes season's emphasis on peace.] [BEGIN - talks about Humphrey's support for Israel through years and says there's deep affection for Senator in Jerusalem and Israel.] Begin's plans to see United Nations Secretary-General Kurt Waldheim, in New York City, before flying to London, Israel and Egypt noted.
