(Caracas, Venezuela) Arrival of OPEC (Organization of Petroleum Exporting Countries) delegates, under heavy security, reported; Venezuelans say they want no repeat of 1975 Vienna incident in which mins. were kidnapped by terrorists led by Venezuelan. Debate on whether to freeze prices for most of next year or raise them detailed. Comments of Venezuela's energy minister Valentine Hernandez with regard to debate cited. Positions of Saudi Arabia and Iran noted.
