(DC) Details reported with regard to signing and Carter's remarks with regard to tax reform package next year [CARTER - knows all congress leaders will work with him for tax reform in 1978.] [SEN. - says tax reductions will be easy to pass.] Carter to leave on Wednesday for Plains, Georgia, for Christmas holidays. President advisers' position on tax cut described.
