(Studio) Congress moving ahead on Carter emergency energy plan; some members imply gas industry's possibly as much to blame as weather for shortage.
REPORTER: Walter Cronkite

(DC) Ohio Senator Howard Metzenbaum phones Carter to tell President of letter he's sending to Interior Department, which cites example of gas supplies earmarked for national distribution that weren't produced. [METZENBAUM - says he's convinced industry's holding back gas supply; says shortage being used to press for price decontrol.] In House, Representative John Moss speaks of investigation conducted at random last summer. [MOSS - says investigation showed underproduction and present withholding of gas. Says FPC shouldn't tolerate under delivery.] House passes bill today with amendment by Texas Representative Robert Eckhardt to put ceiling on emergency gas prices. Senator version without provision for price ceiling. Carter has said he'll accept either version.

(Studio) Distribution, not amount of gas available, is problem. Govs. of gas-producing states, include Texas Governor Dolph Briscoe, have said they oppose diverting gas from their states to others, at lower rates than in their states.

(San Antonio, Texas) New findings of natural gas in Texas stay in Texas, gas not pumped out of state, and state has plenty of gas. Ind. spokesperson use Texas as model in arguments that deregulating prices would create abundant supply. [Producer Antonio River SANCHEZ - says price would go up, but there'd be more investments and enough reserves found in 3-4 years to avoid another crisis.] Fee hikes in Texas on free market over last years noted; case of Maria Flores, who has asked San Antonio relief agencies for help in paying utility bills, cited as example FPC figs. with regard to intra - and interstate gas bills in New York-New Jersey area, and increase if price deregulated, noted.

(Studio) California bans luxury uses of natural gas and puts other restrictions on use, in order to help in crisis. Warmer temperatures noted in many parts of E. and South; National Weather Service forecasts warmer temperatures through Thursday Cold and snowstorms continue in E.
