(DC) Comment with regard to retaliatory incidents United States and USSR engage in. Mentioned are recent expulsion of Associated Press reporter from USSR and United States retaliation, partially due to Carter trying out Congress and showing it he's not dove because of Warnke nomination; other expulsions of respective journalists; putting respective cities off limits to United States and USSR visitors. Secretary of State John Foster Dulles responded to USSR 's off-limits signs on Magnitogorsk and Sevastopol by ruling out Kalamazoo, Michigan, Atlantic City, New Jersey, and Armstrong Cnty., SD. Also mentioned is Leonid Brezhnev.
