(Studio) president sends Congress proposal to create energy department
REPORTER: Roger Mudd

(DC) Report on details of proposal. James Schlesinger to be secretary of department Abolished would be FEA, FPC and Energy Research and Dvt. Admin. Energy-related authority to be kept by Interior Department and Nuclear Regulatory Commission noted. [SCHLESINGER - says today's discussion not policy but instrument toward policy. Notes real, not transitory, concern with regard to energy now.] Early congress approval expected. Carter denies he's considering extra 25 cent tax on gasoline.
