(Studio) Secretary of State Vance tells House International Relations Committee invasion troops from Angola get close to Zaire copper mines and, if captured, loss of mines could be blow to Zaire government

(DC) [VANCE - says there's no hard evidence of others in invasion force besides Katangans; cites rumors of Cuban presence.] [Dante FASCELL - asks if invaders receive outside aid.] [VANCE - possibility can't be excluded.] Secretary reveals improved relations with Cuba. [VANCE - there's been direct contact between United States and Cuba with regard to talks with regard to fishing treaty.] Vance refuses to attempt to answer reporters' questions with regard to effect of relations with Cuba, if Cuban forces in Zaire.
