(Studio) At House hearing today, Carter administration endorses bill to make offshore oil and gas production safer and cleaner.

(DC) Interior Secretary Cecil Andrus says legislature should be passed to fix blame for environmental damage on continental shelf. [ANDRUS - says such law will cause better management by firms involved; says will also reassure those who might be affected by oil spill of quick and equitable compensation.] Federal Energy Administration head John O'Leary cautions with regard to suggestions Congress put government into exploration of oil and gas. [O'LEARY - cites why he believes it would be ineffective.] O'Leary says government needs authority to get more information with regard to reserves of offshore oil and gas.
