[FBA administration John O'LEARY - says conservation not dazzling and new as many tend to think.] [SCHLESINGER - says President has been clear that coal and solar power would attempt to fill needs 1st, but gap to be filled with nuclear power; says gap will be large and we're at point now where there's not much choice.] Admin. energy advisers say it's tough choices now or disaster later; expects struggle with Congress
