(Studio) Storms prevent attempts to cap gushing North Sea oil well.

(Stavanger, Norway) Report on abortive attempts to begin well capping, due to weather; sea cleanup can't begin because of weather either. Phillips Petroleum and Norway government may be moving toward confrontation with regard to capping and cleanup of well and oil slick.
