(Studio) Groups of handicapped persons demonstrate at Department of Health, Education and Welfare offices across nation, accusing Califano of lack of action with regard to 1973 law preventing discrimination of handicapped, called section 504.
REPORTER: Walter Cronkite

(DC) Students from Gallaudet College, in DC, and other handicapped demonstrate to urge signing of section 504 and protest possibility of department building loopholes into it. Califano cites problems, but promises action. [CALIFANO - will sign 504 regulations by early May; says he's had only 2 1/2 mos. to review bill.] Protests continue. [American Coalition of Citizens with Disabilities spokesperson Eunice FIORITO - says protesters are people who want chance to have same opportunities as others.]
