(Studio) Consumer Prods. Safety Commission bans sale of children's sleepwear made with chemical Tris, linked to cancer.

(DC) Commission splits on vote with regard to recall of sleepwear now in use, in view of evidence that washing reduces danger. [Commission member Thaddeus GARRETT - says there'll be greater confusion if recall not issued.] [Commission mbr. Barbara FRANKLIN - says it's same value issue commission always has re: safety.] Commission votes to order refunds on returned merchandise not laundered. Opponents not satisfied. [Environmental Defense Fund spokesperson Robert RAUCH - cites objections.] Ind. spokesperson say many will be forced out of business by refunds. [Attorney Herbert FALK - notes cost to industry] Mfrs. compare case to proposed saccharin ban and may take it to court
