(Studio) President Carter rptdly. reaches compromise with Israeli supporters in Sen to allow special consideration to Israel in arms sales. Concern had been expressed with regard to this by Yigal Allon in London meeting with Vance.

(London, England) Allon praises Carter administration's bringing new initiative to Mid. East peace efforts. But rules out recognition of PLO (Palestine Liberation Organization) or creation of Palestinian state. [ALLON - to him, Palestinian National Covenant is Arab version of "Mein Kampf."] Covenant denies right of Israel to exist.
